Burmese authorities have banned the public display of posters in Mandalay advertising dhamma talks by monks.

The ban was issued through the Sangha Maha Nayaka Committee, the state-sponsored Buddhist monks’ organization.

Dhamma talks are a deeply rooted tradition in Burma, and posters advertising them usually carry pictures of the monks who give them.

A monk from Pyigyi Ta Kun township, Mandalay Division, told  The Irrawaddy on Monday: "I think the military regime wants to stop people listening to the teachings of dhamma. People are angry about the ban."

The authorities have also banned individual monks, such as Shwe Nya War Sayardaw, the dean of Shwe Nya War Buddhist University in Rangoon, from delivering dhamma talks.

A monk who studied at the Buddhist University told The Irrawaddy on Monday: “Shwe Nya War Sayardawgyi was banned from giving dhamma talks in Rangoon last year because he spoke about Bogyoke (General) Aung San and the essence of independence.”

Aung Htet Lin, who helps organize dhamma talks, told The Irrawaddy on Monday:  “We have to apply to the Burmese authorities and the Sangha Maha Nayaka Committee in advance. We have to list the name of the sangha, the title of the dhamma and the place and time it will be delivered."

In another restriction on Buddhist religious activities in Burma, the Ministry of Religious Affairs has stopped issuing letters of recommendation, which monks need to travel broad.

Ashin Issariya, a founders of the All Burma Monks'  Alliance (ABMA),  said: “It is clear that the military junta is challenging Burmese monks and Buddhist devotees. The junta doesn't want monks to be popular, well-known or close to the people."

Ashin Issariya said the restrictions were an insult to monks and would have a "bad effect" on the country and its people, leading to more conflict.

Mandalay resident Min Ye Aung, who also helps organize dhamma talks, said the authorities were also limiting the space allotted for the talks with the aim of reducing the number of people attending them.

In October, the ABMA expelled junta leader Snr-Gen Than Shwe from the Buddhist faith on the grounds that he had failed to issue an apology for his abuse of monks and the religion of Buddhism.

According to official data, there are more than 400,000 monks in Burma, and its community, the Sangha, is considered one of the strongest and most revered institutions in the country.

Than Shwe, former psychological warfare officer, issuing banning orders on the Sangha holding sermons in the community and country in the name of Sangha Maha Nayaka Committee obviously is in line with his DIVIDE and RULE policy successfully used until today.

No doubt, the committee members, Revered Sangha themselves, are certainly NOT HAPPY with the banning orders I dare wager, as the orders directly contravene one of Buddha's specific Commands - Nobody must incite much less act to divide the Sangha Order - and imposed heavy penalties for offenders.
This monk murderer's act of intentionally dividing Sangha Order in this respect would certainly subject him to sufferings beyond imagination in this life and well beyond as well I say.

He and his cronies in crime will start paying for their crimes - as specified - for dividing the Sangha and making them miserable, on Day One of 2010 until to their last living day in this life and beyond as well, as professed Buddhists no doubt.

Well said. Indeed.
Any religious activity or gathering requires direct approval or indirect blessings of the government since Ne WIn era.
Given every other photo shown by Irrawaddy of Sangha has DASSK photo in it.
However I will not go as far as partly faulting the Sangha's plight secondarily to Irrawaddy's, cheap shot at SPDC, yet.
As for those who claim that Ne Win did not kill monk as SPDC did openly, they should review their historical facts lest being accused of being ignorant "revisionist".

Yes, it is all about Gen Than Shwe again; he cannot stand the teachings of dhamma as his behaviour is against dhamma. And he had offended religion & dhamma so much so that he will have to pay the highest price as a Buddhist- of offending 'Hkin-Boon-Gyee-Se-Bar'; and the price are ranging from:
- Charged in criminal courts
- Loss of all fortunes
- Painful diseases
- Insanity
- Violent death endings etc.
(NB: just to name a few)

Politicising Sangha does not bode well for the purity of Buddhism in Burma. The teaching of dhamma is an integral element of Burmese way of life.

The junta as well as the sangha needs to be very careful not to deepen the developing schism further.

Sangha is not concerned about popularity; for sangha is always popular with the people; they feed the soul of the people, who feed the stomach of the sangha. Using the sangha for political purposes is dangerous. The role of the sangha is limited to exposing the lack of conscience of the rulers, not more.

Further, dhamma is an important teaching for the rulers too. So SPDC must bear that in mind. As for the release of political prisoners, conditional releases are feasible; SPDC need not worry about moral victory of the released prisoners. What is important is that no trumped up charges are made. In terms of legality, legitimacy exists only if the prisoners pose a real threat to peace and security of the society.
